Meet the Board

CTBME Board President
William Bradford II
William entered foster care with his younger sister at age 4. They were both adopted three years later before being placed back into care and separated, when William was 11. He then survived 12 different short-term placements until age 16 where he entered a long term placement until graduating from high school. Throughout his last years of placement, youth advocating became a passion. William attended Camp To Belong Colorado in 2024 and saw his sister for the first time in 7 years. He is an alumni of Maine YLAT (Youth Leadership Advisor Team), and served a two year term for the 120th Maine State Legislature where he worked to pass laws that directly impacted foster youth. He has received many awards in youth advocacy, leadership and public speaking. He currently resides in Northern Maine with his wife, Dr. Rachel and their four children. He is still able to visit and talk to his sister daily. He is the owner of a couple of different businesses, and has served as Camp To Belong Maine's head counselor since 2019. One of his favorite quotes is, “Everyday I understand this, My stone might be small but my ripple is something I can’t fathom.”

Tim Swift
Tim became involved with Camp to Belong Maine in 2006 as a yearly volunteer counselor and became the Vice President of the Board in 2017. Over the years he has been on multiple Camp to Belong Maine committees and continues to serve on them. Tim graduated many moons ago from St. Francis College (now UNE) with a degree in Sociology. Retirement called in 2020 after 35 years of working for Maine DHHS as a social worker involved in foster care, child protective, residential licensing, managing the state adoption program, and providing training to child welfare social workers. He has an adult aged son who was in foster care and two incredible grandsons. At the conclusion of his first year as a volunteer counselor he told everyone - "I was hooked, I'm a lifer and became committed to Camp to Belong Maine." Each camp week is unique, as are the siblings and counselors which brings new blessings each year.

Jessica Reynolds
Servers as the Treasurer and Head of the Finance and Fundraising Committee for Camp to Belong Maine. A supporter since 2018, she is dedicated to ensuring the camp’s financial sustainability and success. With over 20 years of experience in banking and business lending, Jessica brings extensive financial expertise to the board. Now a self-employed entrepreneur, she owns a bookkeeping and payroll company, ensuring organizations maintain strong financial health. When not volunteering on a board or being a member of her community, Jessica enjoys spending quality time with her family, embracing the moments that reinforce the importance of strong sibling bonds.

Melissa Shepherd
Melissa first became involved with Camp to Belong Maine as a camp counselor in 2022 and joined the board in 2023. She has a background in serving underrepresented populations in Maine, working in behavioral health and other non-profit settings. Before joining Camp to Belong Maine, she worked as a Camp Counselor and Ropes Course Director for five summers, supporting economically disadvantaged youth. Drawing from her own lived experiences with the child welfare system, Melissa deeply values the mission of CTBME and its growing impact on the community.. She looks forward to the future of Camp to Belong Maine continuing to create a fun and safe environment where the kids can be themselves (kids), connect with their siblings, and build lasting memories.

Nichole Quinn
Nikki is the Program Manager for a national non-profit. She came to Camp to Belong Maine for the first time in 2022 and immediately fell in love. She knew she had to stay involved, even all the way from New Jersey. She loves spending time with her friends and family, having fun, making memories, and trying new things. Some of her favorite hobbies include watching soccer, traveling, volunteering, making an impact, and going to camp. One of her favorite camp memories was getting the whole camp involved in an Uno Attack War in 2023!

Adrian Phair
Adrian has been a part of Camp to Belong Maine since 2005, when she first became aware of their mission, she knew she had to get involved. While raising her two beautiful daughters and focusing on her
Child Welfare career, Adrian first started volunteering as an overnight camp counselor. In 2017 her Camp to Belong Maine journey took a turn, she added the role of serving as Camp to Belong Maine Board President and
then their Camp Director as well! She has enjoyed watching Camp to Belong Maine grow in the hearts and minds of her Maine community, as well as seeing the Board of Directors add new members with common goals and dreams for Camp to Belong Maine. Adrian is passionate about the importance of sibling relationships, particularly foster youth that have been separated from each other. Watching siblings in Maine reunite for over 20 years has been a humbling experience, and one she hopes to continue, for as long she lives.

Jenica Fineman
Jenica has worked in Retail Project Management for over 25 years. She joined the board in 2022 after volunteering that summer, for the first time as a counselor. She loves spending time with her family, creating memories with her nieces, traveling, exploring new places, and soccer. Having played soccer most of her life, she is an avid fan following multiple teams but loves the USWNT and NJ/NY Gotham: Go Bats!

Jennifer Bloom
Jennifer has been involved with Camp To Belong Maine since 2005 as both a counselor and a member of the planning committee. She joined the Board in 2022. She looks forward to the week of camp all year to help siblings make memories and build connections that will last well beyond the week of camp.

Huyanna Clearwater
Huyanna Clearwater is an experienced advocate, consultant, and policy advisor from Maine. Huyanna is First Nations: Cree and raised by the Wabanaki community. Driven by their life experience in the child welfare system, they take pride in providing the best policy adjustments possible. As a Lived Experience Leader, their goals include improvement strategies and youth engagement. They have worked with many organizations and boards over the years at the state, regional, national, and currently federal levels.
They currently work full time as a Emergency Dispatcher and reside in Augusta with their son and extended family.

Ruby Rush
Ruby Rush joined the board in 2022, following her third year as a Camp to Belong Maine volunteer counselor. Ruby is a Licensed Clinical Social Worker who works as a therapist for youth and families. She previously worked in Maine’s child welfare system which is where she first learned about Camp to Belong Maine. Ruby’s favorite memories from camp are witnessing all of the moments between siblings that they may have missed out on during the rest of year. She loves being part of such a special organization and is looking forward to continuing to support siblings through her role on the board.

Kim Proctor
Kim is from Florida born and raised, though she has been in Maine for over 20 yrs. now. She really enjoys the different seasons; fall being her favorite. Kim has 3 kids all grown and out of the house. One is an eagle scout; two are married. Currently she works in the Bangor office of Child and Family and enjoys it very much. In her spare time, she is working to become a licensed caseworker. Hanging out with her husband camping and helping with scouts has become a staple in life. After being a counselor for the week of camp in 2024, she was hooked on creating a fun environment where siblings can be themselves.

Phil Proctor
Phil is currently an administrative assistant with the State of Maine Office of Child and Family Services. He lives in Levant, Maine with his wife Kimberly and their two Labrador Retrievers, Sam and Maddie, and is a father of three grown humans. Phil has volunteered as a scoutmaster for Boy Scout Troop 1 of Brewer, Maine for over ten years, and loves fishing, hunting, camping, paddling and just spending time in the great Maine outdoors in general! He became involved with Camp to Belong Maine for the first time in 2024 as a volunteer camp counselor and was instantly sold on the value of the Camp to Belong Maine mission and the opportunities they create for siblings separated by the foster care system to be reunited for a week full of shared experiences and create new memories to last a lifetime.
